Luxury Villas and Mansions for Sale in Dubai
Starting Prices, Prime Districts and What the 4% Really Costs
Dubai’s villa market steps rather than slopes. Above roughly AED 8,000,000 the comparables thin out, plots stop being uniform and a brand name starts carrying real weight in the price. Here are the published starting prices for named villa and mansion projects, the districts that hold the top of the market, the freehold instrument that actually governs foreign ownership, and the costs that scale with the price.
Where Dubai’s Villa Market Stops Being Mid-Market
“Luxury” is a marketing word in Dubai, applied to almost everything. The useful question is where the market actually changes behaviour.
Dubai’s villa stock does not shade gently from affordable to expensive. It steps. Below roughly AED 8,000,000 you are buying a product: a four or five bedroom house built to a repeated specification across a phase of several hundred units, priced largely by community, plot size and handover date, with dozens of near-identical comparables to price your resale against. That is a liquid market, and the one covered in our guide to cheap villas for sale in Dubai.
Above that point the logic inverts. Releases get smaller, specification becomes project-specific, plot sizes stop being uniform and the number of genuine comparables collapses. A mansion release of thirty units has no meaningful average price, because each plot differs in frontage, orientation and position within the phase. That is why this guide leads with starting prices for named projects rather than a price per square foot. Every figure below was read from TruHauz’s own listings on 4 November 2026, and every one is a starting price for the cheapest available layout in that project. Used that way the numbers place a project in a band; used as a valuation they will mislead you.

Read down the column and the shape of the market appears: a deep band between roughly AED 8,000,000 and AED 20,000,000 holding most branded and estate villa product, a thinner band to AED 30,000,000, then a sparse top end above AED 35,000,000 of small mansion releases. Handover matters as much as price. Several of the lowest entry prices belong to projects completing in 2028 and 2029, which makes the figure an off-plan commitment with a payment schedule attached rather than a price for a house you can occupy — a ready resale such as the Sidra villa in دبي هيلز استيت is a fundamentally different transaction. A plot is different again: TruHauz lists an oceanfront villa plot at La Mer at a published AED 65,000,000, where the design, build cost and programme are still ahead of the buyer, and what may be built is set by the affection plan rather than the seller’s description, as our guide to buying land in Dubai sets out.
The Districts That Hold the Top of the Market
Dubai’s mansion districts are concentrated, and several are named in the original 2006 freehold schedule.
Foreign freehold in Dubai does not come from custom or developer assurance. It comes from Regulation No. 3 of 2006, issued by the Ruler of Dubai on 7 June 2006, whose Article 3 permits non-UAE nationals to acquire freehold ownership without time restriction, usufruct rights, or leasehold for up to ninety-nine years, in respect of the land plots indicated opposite each listed area on the maps issued by the Department. The schedule attached to that article names 23 areas, and the overlap with Dubai’s prime villa map is striking: Emirates Hills 1, Emirates Hills 2 and Emirates Hills 3 appear as three separate designations, alongside Palm Jumairah, نخلة جبل علي, Nad al-Sheba, دبي مارينا و جبل علي.
Two cautions follow, and both matter at mansion prices. Designation attaches to land plots on the Department’s maps, not to community names; a marketing name sits on top of a plot-level designation and the two do not always align. And Article 4 carves out a single plot — Land Plot 224 in Nad al-Sheba — restricting it to usufruct or a 99-year leasehold rather than freehold, even though Nad al-Sheba appears in the Article 3 schedule. One plot inside a designated area carries different tenure from its neighbours. That is the clearest possible demonstration of why tenure is read from the title deed, not inferred from the district.
Absence from the original 23 proves nothing either. The regulation has been amended by later resolutions, which is how communities developed long after 2006 came to be freehold: Tilal Al Ghaf, where the Lanai Island mansions sit, and the newer Emaar estate districts are not in the 2006 list and are nonetheless sold freehold. The full schedule and its amendments are set out in our guide to freehold areas in Dubai, and for the Palm specifically our guide to villas in Palm Jumeirah covers the frond-by-frond distinctions that drive pricing there.
Villas That Sell a Name as Well as a House
Dubai’s branded villa segment is unusually deep. The brand is a real part of the price, and it behaves differently on resale.

Alongside those sit Cavalli Estates at DAMAC Hills from a published AED 19,378,000, and in the apartment market a comparably deep branded field running from the Dorchester Collection projects to the Ritz-Carlton and Address residences, covered in our guide to luxury apartments for sale in Dubai.
The honest case for a branded villa is that specification and fit-out are tied to a name with something to lose, which narrows the gap between the show home and the delivered house. The honest case against is that the premium is paid in full on day one and is not guaranteed to be recoverable, because the resale buyer who values that specific name is a narrower population than the buyer for an unbranded house of the same size in the same community. We do not have a sourced resale-premium figure for Dubai branded villas and will not estimate one. Treat the premium as consumption you are choosing, not as an investment thesis, unless you have comparables for that project.
The 4% Does Not Scale Gently
The Dubai Land Department charges a registration fee of 4% of the sale value on transfer. Its published schedule splits that 2% to the seller and 2% to the buyer, though many Dubai contracts reassign the whole amount to the buyer by private agreement. At mid-market prices that is an irritation. At mansion prices it is a planning item: the same percentage that costs AED 60,000 on a AED 1,500,000 apartment costs AED 1,590,000 on a AED 39,750,000 mansion, payable in cash at transfer regardless of how the price itself is staged or financed.
The fixed fees around it barely move — a title deed certificate issuance fee of AED 250, a map fee of AED 225 or AED 250, a knowledge fee of AED 10 and an innovation fee of AED 10 — while the trustee office executing the transfer charges AED 4,000 plus VAT on any sale of AED 500,000 or above, and a registered mortgage adds 0.25% of the mortgage value. The published schedule and its sources are in our guide to DLD fees in Dubai, and the mechanics of the counter in our explainer on the trustee office. A developer No Objection Certificate, confirming no outstanding service charges at transfer, typically takes 5 to 10 working days and costs between AED 500 and AED 5,000.
One more item bites at this value. Anti-money-laundering reporting in UAE real estate is triggered by transaction characteristics rather than by suspicion: a purchase settled in cash at or above AED 55,000 obliges the broker to file a Real Estate Activity Report through the Financial Intelligence Unit’s goAML platform, under the circular announced by the UAE Ministry of Economy on 7 July 2022. On a mansion purchase, expect source-of-funds documentation to be substantial, as our guide to AML checks on Dubai property explains.

Inputs: assumed sale value AED 20,000,000, villa, no mortgage, DLD fees as published in TruHauz’s DLD fee guide. Service Charges, Residency and What Recurs
Dubai levies no annual property tax on ownership. That is why the recurring cost of a Dubai villa is driven by service charges rather than assessment, and why those charges deserve scrutiny before you commit. A villa inside a jointly owned development pays an annual service charge to the management entity under Law No. 6 of 2019 concerning ownership of jointly owned real property in the Emirate of Dubai, which makes the owner, not the tenant, liable for his share of the charge covering management, operation, maintenance and repair. The same law requires that a management entity must not charge owners without first obtaining RERA’s approval, and that it open a service charges account for each jointly owned property with a bank licensed in the Emirate and recognised by RERA. Approved rates are published through the Mollak system, and that rate — not a market average — is the figure to read. How the approval and billing chain works is set out in our guide to Mollak, and what the charge covers in our guide to service charges in Dubai.
TruHauz applies a working range of AED 10 to AED 25 per square foot per year across the Dubai stock it advises on, and we are deliberately not restating that as a villa figure. It is drawn from the broader market, and a large villa, a serviced estate community or a standalone mansion plot can sit outside it in either direction — standalone land outside a jointly owned development may carry no community charge at all while the owner bears every maintenance cost directly.
On residency, the UAE Government portal at u.ae, read on 4 November 2026, lists real estate investors under the category “Investors (in public investments or real estate)” with a five-year duration, stating a requirement of a minimum capital of AED 2 million, with an alternative of property ownership or contribution to an establishment paying at least AED 250,000 annually in taxes. Every band on this page clears that figure comfortably, so the threshold is not the issue here. The detail is: how mortgaged or off-plan property is treated, whether several properties can be combined, and which authority processes the application. The portal page cited does not address those points and we will not fill the gap with commentary — confirm them with the Dubai Land Department or the GDRFA, and see our تأشيرة ذهبية page for the routes TruHauz supports. This is general information, not immigration or legal advice.
Who This Market Actually Suits
Those cards are a judgement, not a calculation, and we have not attached a yield figure to the third because we could not source a reliable rental benchmark for Dubai villas above AED 8,000,000. The qualitative point stands on its own: the tenant population able to rent a AED 20,000,000 house is small, which makes voids long and income lumpy, while the same capital spread across mid-market units draws on a far deeper pool. For the opposite reason this market can be exactly right for a buyer whose objective is a specific, hard-to-replicate asset — a frond plot, a designated Emirates Hills plot, a lake frontage — where scarcity is real rather than asserted and the published starting price of a release tells you least about what an individual plot is worth. Where you are weighing a specific house, an independent valuation does more work than any market average: see our guide to property valuation in Dubai, and our Q3 2026 market report for the conditions the sale sits in.
