Quick answer

Who is Ellington Properties?

Ellington Properties is a private Dubai developer founded in 2014 by Robert Booth and Joseph Thomas, known for design-led, boutique residential buildings. Its first project was Belgravia in Jumeirah Village Circle. It now builds across JVC, Dubai Hills Estate, MBR City, Business Bay, Palm Jumeirah, Dubai Islands and Ras Al Khaimah. Between January and August 2026 it ranked fifth among Dubai developers by sales value, with AED 8.7 billion across 2,986 sales (Engel & Völkers). In 2025 it moved into offices with Eaton Square in MBR City, and in 2026 it launched Berkeley Tower on Sheikh Zayed Road, a G+60 office tower beside Business Bay Metro.

Berkeley Tower: Ellington’s office tower on Sheikh Zayed Road

Berkeley Tower is the biggest step Ellington has taken outside housing. It is a G+60 Grade-A office tower on the Business Bay side of Sheikh Zayed Road, right beside Business Bay Metro. The developer’s figures give 109 offices across 579,681 sq ft of sellable space, from 1,132 sq ft single offices to full floors of about 12,500 sq ft and a 21,873 sq ft duplex on levels 54–55. Ceilings are 3.8–4.1 m.

The facade borrows from fabric, looking gathered and pleated, with landscaped terraces set into it up the height of the tower. The payment plan is 70/30 with 20% at booking. Completion is expected in 2031, but Ellington has not yet confirmed a date, and prices are only released at launch.

Office sizes, floor-by-floor layouts and the full instalment schedule are in our Berkeley Tower Ellington project brief. You can model the instalments for any price in the Berkeley Tower payment plan calculator, and read what was announced in our Berkeley Tower launch news.

Ellington’s office projects

For ten years Ellington built only homes. It now has two office buildings, and they suit different buyers.

Eaton Square, MBR City

Announced in 2025 as Ellington’s first commercial project. A building with 11 office floors, each designed for a single tenant, plus ground-floor retail, near Mohammed Bin Zayed Road. Amenities include a fitness centre, yoga studio, sauna, an executive lounge and a co-working lounge. Ellington’s own announcement gives الربع الثاني من عام 2028 for completion; some earlier reports said Q4 2027.

Best for: a company that wants a whole floor and its own identity in a quieter, residential district.

Berkeley Tower, Business Bay

A G+60 tower on Sheikh Zayed Road with 109 offices from 1,132 sq ft, so it suits both investors buying a single office and companies buying several floors. Metro at the door. 70/30 payment plan, completion expected 2031 (unconfirmed).

Best for: buyers who want a Sheikh Zayed Road address, a smaller ticket than a whole floor, or a long payment runway. See the Berkeley Tower floor plans and project brief.

Background

Who is behind Ellington Properties?

Ellington was set up in 2014 by Robert Booth, who previously ran Emaar Properties’ Dubai operations, with Joseph Thomas. In a 2016 interview with The National, Booth said the aim was to build a boutique developer with a strong design focus rather than a volume builder. The first project, Belgravia in JVC, was a four-storey, 181-unit building worth about AED 200 million, and about 97% of it had sold by the time it topped out in 2016.

Ellington’s website now lists Robert D. Booth as Co-Founder and Managing Director, Joseph Thomas as Co-Founder and Elie Naaman as Co-Founder and CEO, with separate heads of development, construction and finance. Joseph Thomas is the executive quoted on most recent launches and handovers.

From one low-rise building in JVC, the company has grown into one of Dubai’s bigger private developers. On 2026 sales value it sits behind Emaar, DAMAC, Azizi and Binghatti, and ahead of Meraas, Nakheel and Sobha. Unlike the master developers, Ellington does not build whole communities. It buys plots inside communities that others planned, such as Dubai Hills Estate, MBR City and JVC, and puts up single buildings or small clusters.

The company has won a long list of industry awards for individual projects, mostly International Property Awards. Awards are marketing, not proof of build quality, so we treat them as a small signal at best.

Design

What defines an Ellington building

Ellington calls itself a design-led developer. Across the projects on TruHauz, these are the traits that show up again and again:

Boutique scale

Most buildings are mid-rise with a few hundred units or fewer. Even the larger launches, such as Portside Square, are split into several buildings rather than one big block.

Interiors first

The sales pitch centres on finishes, layouts and lobbies. Buyers looking at Ellington are usually paying for the fit-out as much as the location.

London names

Belgravia, Kensington Waters, Wilton Park, Mercer House, Claydon House and now Berkeley Tower and Eaton Square all borrow London place names. It is an easy way to spot the brand.

Mid to upper price

Average sale value was about AED 2.9M in 2026, above volume builders such as Azizi and Binghatti and below prime developers such as Meraas and Nakheel.

Amenity decks

Pools, gyms and residents’ lounges appear in almost every listing, built into the building itself rather than a separate community clubhouse.

Homes plus a few villas

Mostly apartments, from studios to penthouses, with townhouses or villas in a few projects such as The Sanctuary, The Watercrest and Ellington Ocean House.

Ellington payment plans: what to expect

Ellington mostly uses construction-linked plans. Across the 22 projects on TruHauz there are three patterns:

PlanHow it is paidProjects on TruHauz using it
70/3020% at booking, about 50% in instalments during construction (often 5% at each construction milestone), 30% on handoverBerkeley Tower, One River Point, Ellington House III and IV, Hillmont, Rosemont, Claydon House, Art Bay, Mercer House, Ellington Cove, Portside Square, Altiera Heights, Eltiera Views, The Watercrest, Ocean House
60/4020% down, 40% during construction, 40% on handoverThe Sanctuary, Playa Del Sol, Costa Mare
50/5015–20% at booking, 30–35% during construction, 50% on handoverKensington Waters, Porto Playa, Ellington Views I & II

On top of the price, budget for the 4% Dubai Land Department fee (paid at booking) and registration charges. On offices, such as Berkeley Tower and Eaton Square, 5% VAT is added to each payment.

Track record

Ellington’s track record, and what to check

What the public record shows, with sources:

  • Belgravia (JVC), the first project, had topped out by April 2016, and Ellington planned to start handovers by the end of that year (The National).
  • Ellington House I, its first building in Dubai Hills Estate, has been completed. In 2026 Ellington said handovers had begun at Ellington House II and at Arbor View in Arjan, its first completed building there (Zawya press release).
  • In the same 2026 release, Ellington House III and IV were still under construction. Older TruHauz listings show Q3 and Q4 2025 for these buildings, so the dates have moved. We show those cards with an amber badge.

We have not found a reliable published count of the projects or units Ellington has delivered, or an average delay figure, so we do not give one. If you see such numbers elsewhere, ask for the source. Before you pay a deposit on any Ellington unit, check:

  1. The escrow account and project registration. The project should be on the Dubai Land Department register (Dubai REST app), with the developer’s escrow account named in your SPA.
  2. Construction progress. The DLD register shows a completion percentage. Compare it with the handover date you are being quoted.
  3. The completion date and grace period in the Sales and Purchase Agreement, not the brochure date.
  4. Service charges. Ask for the estimate per sq ft and look at RERA-approved charges in Ellington’s completed buildings nearby.
  5. Resale and rental evidence from completed Ellington buildings in the same area. It tells you more than any award.
  6. The payment schedule. Milestone-linked instalments only fall due as construction progresses, which protects you if the build slows.

Buying

How to buy an Ellington property through TruHauz

  1. Tell us what you need. Budget, area, unit type, and whether you are buying to live, rent out or use as an office. We shortlist Ellington projects, and alternatives from other developers if they fit better.
  2. Get the price list and floor plans. We send the developer’s current availability, floor plans and payment plan for each shortlisted unit.
  3. Due diligence. We check registration, escrow, construction status and service charges, using the list above.
  4. Reserve. You pay the booking amount (usually 20%) and the 4% DLD fee to the developer’s accounts, never to us.
  5. SPA and Oqood. We review the Sales and Purchase Agreement with you, then the unit is registered on the DLD off-plan register (Oqood) in your name.
  6. Through to handover. We track instalments and construction, and help with the snagging inspection and title deed at handover.

TruHauz is a RERA-registered Dubai brokerage. On new launches you pay the developer’s price, and there is no cost to you for our help. Guides to other developers are in our Dubai developer and project guides.

Ellington Properties: frequently asked questions

Who owns Ellington Properties?

Ellington Properties is a privately held Dubai developer. It was founded in 2014 by Robert Booth, a former chief executive of Emaar Properties’ Dubai operations, and Joseph Thomas. Its website lists Robert D. Booth as Co-Founder and Managing Director, Joseph Thomas as Co-Founder and Elie Naaman as Co-Founder and CEO.

Is Ellington a good developer?

Ellington is one of Dubai’s larger private developers: Engel & Völkers data put it fifth by sales value in January to August 2026, with AED 8.7 billion across 2,986 sales. It is known for design-led boutique buildings and has completed and handed over projects since its first, Belgravia in JVC. “Good” still depends on the project: check the construction progress, escrow registration and completion date of the specific building before you pay a deposit.

What are Ellington’s payment plans?

Most current Ellington launches on TruHauz use a 70/30 plan: 20% at booking, about 50% in instalments during construction (often tied to construction milestones) and 30% on handover. Some projects, mainly in Ras Al Khaimah and on Kensington Waters, use 60/40 or 50/50. Berkeley Tower is 70/30 with 20% at booking. Add the 4% DLD fee, and 5% VAT on commercial units.

What is Ellington’s newest project?

Berkeley Tower, a G+60 Grade-A office tower on Sheikh Zayed Road in Business Bay beside Business Bay Metro. It has 109 offices from 1,132 sq ft single offices up to a 21,873 sq ft duplex, a 70/30 plan with 20% at booking and expected completion in 2031, still to be confirmed. Prices are released at launch.

Does Ellington have projects in Business Bay?

Yes. One River Point is a residential tower on Business Bay’s waterfront, and Berkeley Tower is Ellington’s new office tower on the Sheikh Zayed Road edge of Business Bay. Both are listed on TruHauz.

Does Ellington build offices?

Yes, recently. Eaton Square in MBR City was announced as its first commercial project, with 11 office floors designed for single tenants plus retail, and Ellington gives Q2 2028 for completion. Berkeley Tower in Business Bay is its second and much larger office project.

Where are Ellington’s projects?

Mostly in Dubai: JVC and JVT, Dubai Hills Estate, MBR City and Meydan, Business Bay, Downtown, Palm Jumeirah, Dubai Islands, Mina Rashid, Jumeirah Islands, Uptown Dubai and Al Jaddaf. It also builds in Ras Al Khaimah, on Al Marjan Island, Hayat Island and in Al Jazeera.

How much does an Ellington property cost?

Prices on TruHauz listings start from about AED 700K for Hillmont Residences in JVC and run past AED 30M for Ellington Ocean House on Palm Jumeirah. Most Dubai launches start between AED 1.2M and AED 3.2M. Prices change with each release, so ask for the current price list.

Has Ellington delayed handovers?

We have not found a reliable published figure for Ellington’s handover delays, so we do not quote one. In 2026 Ellington reported handovers starting at Ellington House II in Dubai Hills and Arbor View in Arjan, with Ellington House III and IV still under construction even though older listings gave 2025 dates. Always check the current construction percentage and the completion date and grace period in your Sales and Purchase Agreement.

Can foreigners buy Ellington properties?

Yes. Ellington’s Dubai and Ras Al Khaimah projects are in freehold areas open to all nationalities. Property worth AED 2 million or more can support a UAE Golden Visa application, subject to the rules at the time you apply.

Does Ellington have projects in Downtown Dubai?

Yes. DT1, a residential tower in Downtown Dubai, is one of Ellington’s best-known and award-winning buildings. It is not currently listed on TruHauz as a new launch; ask us for resale availability.
