Almost every expatriate household in Dubai pays it, most people first notice it as an unexplained line on a utility bill, and a surprising number are paying it on the wrong rent. Here is what the housing fee is, how it is calculated for tenants and for owners, who is exempt, and how to get it corrected when the number is wrong.
What the Housing Fee Is, and Why It Is on Your Utility Bill
The Dubai Municipality housing fee is a municipal charge on residential property, set at 5% of the annual rental value of the home. What makes it unfamiliar to newcomers is not the rate but the collection method: rather than arriving as its own invoice once a year, it is divided into monthly instalments and added to your DEWA bill, sitting alongside electricity, water and sewerage. That is why so many residents pay it for years without ever having consciously decided to.
It is worth being precise about what kind of charge this is, because it is frequently described loosely as a “property tax”. It is not one. It is a fee for municipal services — guidance published by Betterhomes in June 2026 describes it as funding road and infrastructure maintenance, waste management, and public safety and urban development including street lighting and emergency response systems. The basis of the 5% differs depending on who you are. If you are a tenant, it is calculated on the annual rent recorded in your Ejari registration — which is one of several good reasons for the Ejari figure to be accurate and current. If you own the property and live in it yourself, there is no rent to point at, so the Municipality assesses the average rental value of the unit, referenced against the RERA rental index. The fee follows occupation rather than ownership. Because it is billed against the DEWA account for the unit, the person living there pays it: a tenant pays it on their own bill, while an owner pays it where they occupy the property themselves or where the unit is sitting vacant on their account. That is the reverse of the service charge, which is a cost of ownership and never transfers to the tenant in a standard Dubai lease.

What the Housing Fee Costs at Different Rent Levels
The calculation is the same at every level: annual rent, multiplied by 5%, divided by twelve. The figures below are illustrations of that formula, not quotes for a specific home.
On AED 60,000 A Year
The worked example published by Betterhomes in June 2026: 60,000 × 5% = AED 3,000 a year, divided by twelve, giving AED 250 a month on the DEWA bill.
On AED 80,000 A Year
The worked example published by Property Finder in May 2025: 80,000 × 5% = AED 4,000 a year, which works out at approximately AED 333 a month.
On AED 150,000 A Year
