Almost every Dubai property transaction stops at the same gate: somebody has to say they do not object. But there are two different no-objection certificates in the Dubai system, they are issued by different parties, and the Land Department is explicit that one is not a substitute for the other. Here is what each one is, who issues it, how long it takes, and what to do when one is refused.

What an NOC Is, and Why It Decides Your Timetable

A No Objection Certificate is exactly what the name says: written confirmation from a party with an interest in your property that it does not object to what you are about to do. In a Dubai sale, that party is normally the developer, and the objection it might raise is almost always about money — an unpaid service charge account, an outstanding instalment, or a condition written into your sale and purchase agreement.

The Dubai Land Department lists a no-objection e-certificate from the developer among the documents required to register a property sale in freehold areas, obtained through the Dubai REST app. That single line is why the NOC matters more than most sellers expect. The registration itself is fast — the Land Department puts the transfer transaction at 25 minutes at a Real Estate Registration Trustee centre. The NOC is the part that takes days or weeks, because it depends on a private company’s internal process rather than on a published government service level.

The distinction almost everyone misses. Dubai has two things called an NOC. The developer NOC is the developer’s consent to the transfer. The eNOC is a separate Dubai REST service run through owners’ association management companies for properties in the Mollak system. The Land Department states directly that the eNOC is not a substitute for a developer NOC. Clearing one does not clear the other.

That difference is not academic. Sellers routinely obtain an eNOC, assume the approval box is ticked, and discover at the trustee office that the developer’s own consent was never requested. The two run on different channels, with different counterparties and different turnaround times, and only one of them has a processing time the Land Department is willing to publish.

NOCs also appear well beyond a straightforward sale. The Land Department lists a developer no-objection e-certificate among the requirements for gift registration in freehold areas, and for mortgage transfer where the property is a provisional sale. A master developer NOC is required when a project is re-registered. If a transaction changes who is on the title or what sits against it, expect a no-objection step somewhere in the chain.

Three Things the NOC Does to a Dubai Transaction

The registration is the quick part. Everything that decides whether a sale completes on schedule happens upstream of it, and most of that sits with the NOC.

It Sets the Clock

The Land Department publishes a 25-minute service time for registering a sale at a trustee centre, and 3 to 5 working days for an eNOC. It publishes nothing for the developer NOC, because that turnaround belongs to a private company. Build your completion date around the consent you cannot look up, not the one you can.

It Exposes Arrears

Service charges become a precondition

An NOC will not be issued over an account that is out of order. That turns an outstanding service charge balance from a cost you settle at some point into a gate you must pass before the sale can proceed at all. And it can move a thin margin

Neither the developer NOC charge nor any separate administration or assignment fee appears on a DLD schedule. On a high-margin sale that is a rounding error. On a tight resale it can decide whether the deal makes money. Get the figure in writing before you agree a price, not after.

Sellers who lose weeks almost never lose them at the counter.

What is an NOC in Dubai property?+
An NOC — a No Objection Certificate — is written confirmation from the party with an interest in your unit that it does not object to the transaction you are about to register. In a Dubai sale it is the developer’s confirmation that your account is in order and that it will recognise the incoming buyer. The Dubai Land Department lists a no-objection e-certificate from the developer among the required documents for registering a property sale in freehold areas, obtained through the Dubai REST app. Without it there is nothing for the Land Department to register, which is why the NOC, not the registration appointment, is usually what sets a sale timetable.
Is the eNOC the same thing as the developer NOC?+
No, and this is the single most common misunderstanding. The Dubai Land Department states plainly in its eNOC guidance that the eNOC is not a substitute for a developer NOC. The eNOC service is for properties registered in the Mollak system and is handled by the owners’ association management company, which has the option to contact the developer if needed. The developer NOC is the developer’s own consent to the transfer. On a ready freehold unit in a managed building you may encounter both, and clearing one does not clear the other.
How long does an eNOC take in Dubai?+
The Dubai Land Department states that an eNOC request takes 3 to 5 working days to be processed. There is no paper certificate at the end of it: you receive an electronic approval by email at your registered address, showing the status and the validity of the eNOC request. Developer NOC turnaround is a separate matter and is set by each developer rather than published by the Land Department, so build the timetable around the developer’s stated turnaround and treat the 3 to 5 working days as the eNOC element only.
Who is eligible for the eNOC service?+
The Dubai Land Department sets the eligibility as ready properties managed by owners’ association management companies where the owner receives service charge invoices from the Mollak system. That means the service is aimed at completed, managed stock rather than at off-plan units still on the interim register. If you do not have a Dubai REST login, the Land Department confirms you can still apply for the eNOC service through the management company channel.
How much does a developer NOC cost in Dubai?+
There is no published Land Department rate for it, so TruHauz does not quote a figure. Developer NOC charges, and any separate administration or assignment fee, are set commercially by each developer and appear on no official DLD fee schedule. Any single number you see quoted online is a market convention someone has repeated, not a rule that binds your unit. Ask your developer to confirm the amount in writing before you agree a price. The Land Department’s own charges are published and knowable: 2% of the sale value from the seller and 2% from the buyer, plus a trustee service partner fee of AED 4,000 plus VAT where the sale value is AED 500,000 or more, or AED 2,000 plus VAT below that.
Why would an NOC be rejected, and what happens then?+
The usual reason is money owed on the unit — most often an unsettled service charge account, since the developer or management company will not sign off on a transfer while the account is out of order. Other grounds are contractual and specific to your sale and purchase agreement. The Dubai Land Department describes the process as the management company replying to the requester either with the eNOC approval and a validity date, or with a rejection setting out its reasons, after which the requester has the option to resubmit the application once those reasons have been addressed. A rejection is therefore a delay rather than a dead end, but it is a delay you pay for in time.
