Can Foreigners Buy Property in Dubai?

Direct answer: Yes. Foreign nationals of any nationality can buy freehold property in Dubai’s designated freehold zones, with full title deed rights and without holding UAE residency. There is no annual property tax, no capital gains tax and no income tax on rental income. The distinction that matters most is freehold versus leasehold. In a freehold area you own the property and, in the case of a villa, the land it sits on, in perpetuity. The title deed is issued in your name by the Dubai Land Department and can be sold, mortgaged, leased or inherited. Leasehold, by contrast, grants the right to occupy and use a property for a fixed term, after which the interest reverts to the freeholder. Nearly all the communities international buyers are interested in are freehold.

The freehold zones cover the vast majority of Dubai’s well-known communities — among them Dubai Marina, Palm Jumeirah, Dubai Downtown, Business Bay, Dubai Hills Emlak, Jumeirah Village Circle ve Emaar Güney. If a property is being marketed to international buyers it is almost certainly in a freehold zone, but it is always worth confirming the designation before you commit.

There is no visa or residency prerequisite to buy. You do not need to live in the UAE, hold an Emirates ID, or even visit Dubai — the purchase can be completed remotely under a Power of Attorney. Ownership can, however, lead to residency: property investment at or above AED 2 million qualifies a buyer for the ten-year BAE Altın Vize, and the property may be ready or off-plan.

Can a Non-Resident Get a Mortgage in Dubai?

Yes — UAE banks lend to non-residents, but on tighter terms than to residents. Mortgages are available only on completed properties in freehold zones.

What documents do I need to buy property in Dubai as a foreigner?+
For a straightforward cash purchase you will need a copy of your passport, proof of funds, and the signed Memorandum of Understanding — the RERA Form F for a ready property, or a Sales and Purchase Agreement for an off-plan unit. UAE residents also provide an Emirates ID. If you are buying remotely you will need a notarised and, depending on your country, apostilled Power of Attorney appointing someone to sign on your behalf. Mortgage applications require additional income and bank statement evidence.
What are the total fees when buying property in Dubai?+
Budget approximately 6–7% on top of the purchase price for a ready property bought with cash. The main items are the 4% Dubai Land Department transfer fee, a 2% buyer-side agency commission, an AED 4,200 registration trustee fee on properties above AED 500,000, an AED 580 DLD admin fee and an AED 250 title deed fee. On resale purchases the seller pays a developer NOC fee of AED 500 to AED 5,000. Off-plan works out cheaper for the buyer, because the developer pays the agency commission. If you are financing, add mortgage registration at 0.25% of the loan plus AED 290, and a bank valuation of AED 2,500 to AED 3,500.
