Twice the size of Palm Jumeirah and stretching 13.4 km into the Arabian Gulf, Palm Jebel Ali is the most ambitious waterfront development in Dubai’s pipeline. What Palm Jebel Ali Actually Is
Palm Jebel Ali is Nakheel’s second and far larger palm-shaped archipelago, built off Dubai’s southern coastline near Jebel Ali Port. It extends roughly 13.4 km into the Arabian Gulf across seven islands and 16 fronds, making it about twice the size of Palm Jumeirah. The project was first conceived in the 2000s, shelved, and then revived and relaunched by Nakheel in 2023 as a component of the Dubai 2040 Urban Master Plan.
Nakheel is a Dubai Government entity, which materially changes the risk profile compared with a privately funded scheme of similar scale. The delivery of Palm Jebel Ali is a matter of state infrastructure policy rather than a single developer’s balance sheet — a distinction worth weighing carefully when you are buying into a masterplan that will take years to complete.
The residential product released to date is villa-led. Each frond forms a self-contained neighbourhood with fewer than 100 villas, laid out along the beachfront with walkable streets, pocket parks and direct sand access. The current release is Frond F, offering two collections — Beach Villas and the larger, estate-scale Coral Villas. Apartments are also coming to the island through Palm Central Private Residences.
Connectivity is one of the more persuasive parts of the case. Palm Jebel Ali sits roughly 15 minutes from Al Maktoum International Airport, 20 minutes from دبي مارينا, 25 minutes from نخلة جميرا and 35 minutes from وسط مدينة دبي, with Sheikh Zayed Road linking it to the rest of the city. Al Maktoum is planned to become the world’s largest airport at 260 million passengers, and the wider southern corridor — including إعمار الجنوب — is being built out around it.

Villas Per Frond
Across only 16 fronds, this is an intrinsically finite supply of genuine waterfront estate plots. Once a frond sells, those plots do not return to the market except through resale. Scarcity is the core of the argument. The counterweight: illiquidity cuts both ways, and exiting a AED 30M+ asset takes time.
The Palm Jumeirah Precedent
Palm Jumeirah frond villas bought at launch in 2003 for AED 3–5M are now valued at AED 30–80M and above. Palm Jebel Ali is larger and sits in a growth corridor. The counterweight: that appreciation took two decades, and past performance on one island does not guarantee it on another.
Al Maktoum Passengers
Al Maktoum International is planned as the world’s largest airport at 260 million passengers, 15 minutes away. Airport cities tend to lift the residential zones around them. The counterweight: the benefit arrives on the airport’s timeline, not the buyer’s.
