Two licences stand between you and a legal commission in Dubai: the firm’s and your own. This guide follows the path the regulator actually sets out — the brokers register under Bylaw No. (85) of 2006, the Dubai Land Department exam, the practice card, and the published fees — and is explicit about the one cost nobody publishes.

What a “RERA Licence” in Dubai Actually Is

Almost everyone searching for a RERA licence is looking for one thing and will be handed two. There is the firm’s licence — a trade licence plus entry in the real estate brokers register that the regulator maintains — and there is the individual’s practice card, issued in your own name and carrying your registration number. You cannot legally broker a Dubai property with only one of them.

The governing instrument is Bylaw No. (85) of 2006 Regulating the Real Estate Brokers Register in the Emirate of Dubai. Article 3 is the operative prohibition: no person may engage in real estate brokerage activities in the Emirate unless he is licensed by the competent entities and entered in the Register. That single sentence is why the card matters more than any business card, and why verifying the card is the first thing a careful buyer does.

The bylaw splits registrants into two categories, with Category A covering experienced brokers already registered and Category B covering those requiring licensing by the competent entities. For a Category B entry, Article 6 sets out what must be produced: a valid trade licence, a Dubai Chamber of Commerce membership certificate, a passport copy, an office title deed or tenancy contract, a good conduct certificate for the owner and managing directors, confirmation that no director has been declared bankrupt or convicted of a crime affecting trustworthiness, real estate training course completion certificates, and a pass in the test administered by the Department.

Read that list again and one thing stands out: an office title deed or tenancy contract. The bylaw assumes a firm with premises. This is the structural reason an individual cannot simply buy a broker card and start working — the card hangs off a licensed business, and the Dubai Land Department states plainly that the validity of the card is linked to the validity of the trade licence.

What the Land Department Charges, Line by Line

These are the Dubai Land Department’s own charges for issuing a real estate activity practice card. They are the regulator’s fees only. Training delivered by a third-party institute sits outside this schedule and is priced separately — a point we return to below, because it is the one number in this process that is not published.

What the Bylaw Puts on You Once You Are Registered

A broker card is not a qualification you hang on a wall. It is entry into a register that carries continuing duties, and a disciplinary scale attached to them.

You Are a Discloser, Both Ways

Article 17 obliges a broker to disclose the details of the negotiation, and Article 19 requires faithful disclosure even though the broker represents one party. Article 15 requires transaction records to be maintained. The duty does not switch off because the other side is unrepresented.

In Writing

The Brokerage Agreement Is Not Optional

Article 26 requires every brokerage agreement to be in writing, naming the parties, specifying the property and setting the brokerage terms. Article 27 leaves remuneration to agreement between the parties, falling back on prevailing practice only where there is none. Article 28(1) earns the fee only if a contract is concluded.

The Disciplinary Scale Is Real

Article 39 runs from notice and warning through suspension for up to six months to blacklisting. Article 40 permits cancellation of registration for ethics breaches, gross violations, or where a broker accumulates three black points, with a fifteen-day right of grievance.

How do you become a real estate agent in Dubai?+
There are two licences involved, and they are not the same thing. The brokerage firm must hold a valid trade licence and be entered in the real estate brokers register maintained by the regulator; the individual agent must then be registered and hold a broker card in their own name. Bylaw No. (85) of 2006 sets this out in Article 3, which states that no person may engage in real estate brokerage activities in the Emirate unless licensed by the competent entities and entered in the Register. In practice that means securing a UAE residency position with a licensed brokerage, completing certified real estate training, passing the Dubai Land Department exam, obtaining a certificate of good conduct from Dubai Police, and then applying for the practice card through the Trakheesi system.
How much does a RERA broker card cost in Dubai?+
The Dubai Land Department publishes its own charges on the e-service page for issuing a real estate activity practice card. Issuing a real estate broker card is AED 500. The broker exam is AED 700, plus an AED 10 knowledge fee and an AED 10 innovation fee, charged per sitting. There is an ERES fee of AED 50 plus VAT. A real estate consultant card and a mortgage broker card are AED 500 each as separate activities, and a real estate evaluator card is AED 5,000. These are the regulator’s charges only. Training delivered by a third-party institute is priced separately and is not part of the published DLD fee schedule, so confirm that cost directly with the training provider.
Do you need to pass an exam to get a RERA licence in Dubai?+
Yes, in the normal case. The Dubai Land Department lists passing the annual test to practise the mediation profession as a condition of issuing the practice card, and the exam carries its own published fee of AED 700 per sitting plus the AED 10 knowledge and AED 10 innovation fees. DLD does, however, publish exemptions from the exam requirement: applicants above 55 years of age, applicants with five consecutive years of service in the same real estate office, and holders of start-up licences. Because the exemptions are applied by the regulator rather than claimed by the applicant, confirm your position with DLD before assuming one applies to you.
Can you get a Dubai broker card without working for a brokerage?+
No. The practice card is attached to a licensed firm rather than issued to a free-standing individual, and the Dubai Land Department states that the validity of the card is linked to the validity of the trade licence. If the firm’s licence lapses, the card attached to it does not survive on its own. Bylaw No. (85) of 2006 reinforces this at the firm level: Article 6 requires a valid trade licence, a Dubai Chamber of Commerce membership certificate, a passport copy, an office title deed or tenancy contract, and a good conduct certificate for owners and managing directors before a firm is entered in the Register. This is why the practical first step for most new agents is securing a position with a brokerage that is already licensed.
How often does a Dubai broker licence need to be renewed?+
Registration runs on an annual cycle. Article 13 of Bylaw No. (85) of 2006 requires a renewal application to be submitted at least thirty days prior to expiry. Separately, the Dubai Land Department ties the validity of the practice card to the validity of the firm’s trade licence, so an agent’s card can effectively expire because the employer’s licence has not been renewed, not because of anything the agent did. Diarise both dates rather than only the card date, and treat the thirty-day window as the outer limit rather than the target.
What happens if someone sells property in Dubai without a RERA licence?+
Unlicensed brokerage is prohibited outright. Article 3 of Bylaw No. (85) of 2006 bars any person from engaging in real estate brokerage activities in the Emirate unless licensed and entered in the Register. For registered brokers who breach their obligations, Article 39 provides for a scale of penalties running from notice and warning through suspension for up to six months to blacklisting, and Article 40 allows registration to be cancelled for ethics breaches, gross violations, or where a broker accumulates three black points, with a fifteen-day right of grievance. For a buyer or seller, the practical consequence is that an unlicensed introducer has no standing in the register you can check and no card you can verify.
