Buying Property in Dubai on Instalments
And the Honest Answer on “Zero Down Payment”

You can buy a Dubai apartment by paying a booking amount and then instalments. What you cannot do is buy one for nothing down — the Land Department takes its 4% at registration, and every developer plan opens with a booking cheque. Here is the real day-one cash, how these plans are built, what the Central Bank lets a bank lend, and where a low-deposit plan goes wrong.

No Zero-Cost Purchase — But a Low-Cash One Exists

Two things make a nil-cost purchase impossible. The first is the Dubai Land Department: registering a transfer carries a fee of 4% of the sale value, which the DLD’s schedule splits 2% seller and 2% buyer, though many Dubai contracts reassign the whole 4% to the buyer by private agreement. Add a title deed fee of AED 250, a registration trustee fee, a map fee and small knowledge and innovation fees — itemised with their source in our guide to DLD fees in Dubai. None is optional, and none is part of the price.

The second is the booking amount. A developer plan does not start at zero; it starts at whatever reserves the unit and triggers a sale and purchase agreement. Across the 600 published listings on TruHauz as at 19 October 2026, the recorded booking amount was 20% on 201 listings and 10% on 180, with 5% on 22 and 15% on nine. The realistic low end of this market is 5% to 10%.

What “low down payment” means here: a small booking amount, the price spread across construction, sometimes a share deferred past handover — with DLD and registration costs still payable in cash. A cashflow structure, not a free option.
Day One

The Cash That Leaves Your Account First

Fees below are the Dubai Land Department e-service schedules as set out in our DLD fees guide, retrieved 24 August 2026. Schedules are subject to change by the DLD.

CostAmountCan a plan absorb it?

DLD registration, off-plan initial sale2% purchaser + 2% seller, via OqoodNo
Title deed issuanceAED 250No

Mortgage registration, if you borrow0.25% of the mortgage valueNo

A payment plan restructures the price, not the state’s fees or the trustee’s. Those fall due in cash at registration, and a plan that appears to make them vanish has folded them into a higher headline price. We found no authoritative statement on whether a UAE bank may lend against the DLD fee itself, so this guide asserts nothing either way — ask your lender in writing.

Developer Finance

How a Dubai Instalment Plan Is Built

Buying on instalments from a developer is not a loan in the regulated sense. It is a sale and purchase agreement under which the price falls due in tranches while the developer carries the balance. There is no quoted interest rate because, formally, there is no interest — which is why the cost is hard to see.

The shape is usually three-part: a booking amount that reserves the unit and triggers the SPA; a construction tranche falling due against building milestones rather than calendar dates; and, on some plans, a share deferred past handover. Our guide to post-handover payment plans in Dubai cites Engel & Völkers, in a guide updated 20 August 2026, for the typical split — around 10% booking, roughly 50% across construction, and 40%, sometimes 60%, after handover, with tails usually two to three years.

The 1% monthly plan, read properly

A “1% monthly” plan expresses each instalment as one per cent of the total price. On an apartment priced at AED 1,200,000 that is AED 12,000 a month — an arithmetic illustration from those two inputs, not a quoted figure.

Two things deserve scrutiny. First, 1% a month does not add up to the whole price within a construction period, so something absorbs the remainder — usually the booking amount at the front and a substantial payment at or near handover. Ask for the schedule as dates and amounts, then find the largest single number in it. Second, because this is seller financing rather than a regulated mortgage, nothing requires the developer to publish an effective cost of credit: you cannot compare a 1% plan with a mortgage on rate, because one of the two has no rate. The honest comparison is the plan total against the cash price for the same unit.

We have deliberately not quoted a figure for how much more an instalment plan costs than a cash purchase: broker-side estimates circulate, but we could not source that premium to a named research house or regulator, so it is omitted rather than approximated.

Context matters too: Savills Middle East’s Dubai Residential Market in Minutes for Q3 2026, reported by Economy Middle East on 13 October 2026, recorded only around 5,000 units launched in the quarter against roughly 36,400 in the previous one. Headline plans are a launch instrument, so a quieter pipeline means fewer aggressive structures.

The Bank Route

What the UAE Central Bank Actually Permits

Central Bank of the UAE Regulations Regarding Mortgage Loans, Circular C 31/2013, effective 28 December 2013, Article (3) “Important Ratios” — status In-Force on the CBUAE Rulebook as retrieved 19 October 2026.

Borrower and purposeMaximum LTVImplied deposit
UAE national, first home, AED 5m or less85%15%
UAE national, first home, above AED 5m75%25%
UAE national, second or investment property65%, regardless of value35%
Expatriate, first home, under AED 5m80%20%
Expatriate, first home, above AED 5m70%30%
Expatriate, second or investment property60%, regardless of value40%
Any buyer, purchased off plan50%, regardless of purpose, value or category50%

Read that last line twice. The off-plan ceiling is 50% for everyone, and the regulation gives its reason: the long-term nature of the development process and the higher risk to completion. Expecting a bank to carry 80% of an off-plan purchase will not work — see our guide to off-plan mortgages in Dubai.

The same article sets the limits that decide affordability. Maximum debt burden ratio is 50% of gross salary and regular income from a defined and specific source, and lenders must stress test at two to four percentage points above the current rate — so the instalment you are assessed on is not the one you are quoted. On an investment property, at least two months’ rental income must be deducted for voids. Maximum tenor is 25 years, and maximum financing is up to eight years of annual income for UAE nationals and seven for expatriates. Repayment must come from salary or verifiable business or rental income; End of Service Benefit is not allowed. Deferred principal is permitted only on investment loans, for no longer than five years from first drawdown.

For non-residents our Dubai mortgage guide states a 50% maximum LTV, and our guide to a mortgage for non-residents covers what banks lend. Note too that the loan is based on the lower of the purchase price or the bank valuation, so any shortfall is yours in cash.

The Downside

What Happens If You Cannot Keep Paying

A low booking amount reduces what you risk at the outset, not what you have committed to. The SPA obliges you for the full price — and the consequences of missing instalments sit in law rather than in the developer’s discretion.

As summarised in our post-handover guide, Dubai Law No. 19 of 2020 amending Article 11 of Law No. 13 of 2008 — as set out by Records Legal on 23 January 2021 — scales the remedy to project progress. Below 60% completion the developer may terminate and retain up to 25% of the price, refunding any excess; between 60% and 80%, up to 40%; above 80%, it may keep all sums paid and pursue the balance, seek a DLD auction, or terminate and retain up to 40%. The DLD process allows 30 days to remedy a breach.

The uncomfortable arithmetic: the further a project runs, the more of your money is exposed if you stop paying. Our guide on whether a developer can forfeit your payments covers the procedure.

Confirm two protections before committing: that off-plan payments go into the project’s escrow account, and that your purchase is recorded on the Oqood register. An attractive monthly number with no escrow or Oqood trail is not a bargain; it is an unsecured advance to a developer. If the aim is simply to stop paying rent, weigh rent-to-own in Dubai and the Dubai First-Time Home Buyer Programme too.

Worked Illustration

What 10% Down Really Costs on Day One

An illustration from stated inputs, not a quotation and not market data. Inputs: an assumed off-plan price of AED 1,200,000, a booking amount of 10% (recorded on 180 TruHauz listings), and the DLD schedule above.

Booking amount, AED 120,000. DLD registration at 4%, AED 48,000. Title deed, trustee, map, knowledge and innovation fees, about AED 4,500 plus VAT. Agency commission is excluded, because there is no published rate to illustrate with. Illustrative cash before a single instalment: roughly AED 172,500 plus VAT.

The gap is the point: the cash needed to register is about 44% more than the deposit, because the fee layer is a percentage of the whole price. To run the arithmetic on a real price, use our mortgage calculator and our guide to mortgage pre-approval — the lender’s view of you starts with your AECB credit score.

Suitability

Who It Suits — and Who It Does Not

It suits you if
Good fit

You have steady, verifiable income but limited liquid capital, you are buying to hold, you can fund the fee layer in cash on top of the booking amount, and you could still meet the schedule if handover slipped.

Think again if
Poor fit

The monthly figure works only with nothing spare, you are relying on reselling before handover to escape later instalments, or you assume you will refinance at completion without having checked that you clear the Central Bank’s limits.

Ready stock instead
Alternative

If you qualify as an owner-occupier, a completed home can be financed above the 50% off-plan ceiling — which can mean less cash, not more. See off-plan versus ready property.

Five questions to ask before you sign

1. May I have the schedule as dates and amounts, including the largest single payment? 2. What is the cash price for the same unit? 3. Is the schedule milestone-linked or calendar-linked? 4. Which escrow account receives payments, and will I be on Oqood? 5. If I intend to refinance at handover, on what terms do I qualify today?

Article 4 of the Central Bank’s mortgage regulations is a fair standard to hold any seller to. A developer is not bound by it — but one who will not provide the equivalent has told you something. General information, not legal or financial advice.

FAQ

Frequently Asked Questions

The questions buyers ask most often about instalment plans, deposits and low-down-payment purchases in Dubai.

Can you really buy property in Dubai with zero down payment?+
No, not literally. Every registered purchase carries costs no payment plan absorbs: the Dubai Land Department charges a transfer registration fee of 4% of the sale value, split 2% seller and 2% buyer on its published schedule, plus a title deed fee of AED 250, a registration trustee fee and small map, knowledge and innovation fees. Every developer plan also opens with a booking amount — across the 600 published listings on TruHauz as at 19 October 2026 that was 20% on 201 listings and 10% on 180, with 5% on 22. What does exist is a low-cash purchase, not a free one.
How much deposit do I need for a mortgage in Dubai?+
The ceilings come from the Central Bank of the UAE’s Regulations Regarding Mortgage Loans, Circular C 31/2013, effective 28 December 2013 and in force as retrieved on 19 October 2026. For expatriates the maximum loan-to-value on a first owner-occupied home is 80% under AED 5 million and 70% above it, implying deposits of 20% and 30%; second and investment properties are capped at 60%, so 40% down. For UAE nationals the first-home caps are 85% at or below AED 5 million and 75% above, with 65% on second properties. Our Dubai mortgage guide states a 50% maximum for non-residents. These are ceilings, not offers.
Can I get a mortgage on an off-plan property in Dubai?+
Only to a limited degree. Article 3 of the Regulations Regarding Mortgage Loans caps the maximum loan-to-value on property purchased off plan at 50%, regardless of purpose, value or category of purchaser, giving as its reason the long-term nature of the development process and the higher risk to completion. In practice an off-plan buyer should plan for half the price from their own resources, which is why most off-plan purchases in Dubai run on developer instalment plans rather than a mortgage.
How does a 1% monthly payment plan in Dubai work?+
It expresses each instalment as one per cent of the total price, so on an apartment priced at AED 1,200,000 the monthly figure is AED 12,000 — an arithmetic illustration from those two inputs, not a quoted figure. The catch is that 1% a month does not add up to the full price over a construction period, so the remainder sits somewhere: usually a booking amount at the start and a substantial payment at or near handover. Ask for the schedule as dates and amounts and identify the largest single payment. Because developer finance is not a regulated mortgage, nothing requires an effective cost of credit to be published, so compare the plan total against the cash price for the same unit.
What happens if I cannot pay a Dubai instalment?+
The developer’s remedy scales with project progress. As summarised in our guide to post-handover payment plans, Dubai Law No. 19 of 2020 amending Article 11 of Law No. 13 of 2008 — as set out by Records Legal on 23 January 2021 — allows a developer to terminate and retain up to 25% of the price below 60% completion, up to 40% between 60% and 80%, and above 80% to keep all sums paid and pursue the balance, seek a DLD auction, or terminate and retain up to 40%. The DLD process allows 30 days to remedy a breach. General information, not legal advice.
Is a developer instalment plan cheaper than a mortgage?+
They are not comparable on rate, because a developer plan has no rate. It is seller financing: the developer carries part of the price and recovers the cost through the price itself, with no obligation to disclose an effective cost of credit. A mortgage is governed by Central Bank rules requiring fees in a schedule attached to the contract and the total lifetime cost to be disclosed. The practical comparison is to ask the developer for the cash price on the same unit and set it against the plan total. We have not quoted a percentage premium, because we could not source one to a named body.
