Villa and Apartment Renovation in Dubai
Which Approval You Need, and Who Actually Issues It
Repainting a Dubai villa and moving one of its walls are not the same transaction. One has had its permit requirement explicitly removed; the other sits with a building control authority, needs drawings, and is usually filed by your contractor rather than by you. And the authority is not always Dubai Municipality. Here is what the authorities themselves publish about each class of work — with the figures we could source, and an honest account of the ones we could not.
Two Questions Decide Everything
Before you get a single quotation, two questions determine what your renovation will actually involve: is the work structural, and which authority controls your plot. Owners who answer those two first tend to have straightforward projects. Owners who commission drawings before answering them tend to redo the drawings.
On the first question, Dubai has drawn the line explicitly. When Dubai Municipality launched its Building Self-Maintenance Permit service, the announcement published by the UAE Government Media Office on 13 August 2023 stated that the service removes permit requirements for basic maintenance and painting, and for non-structural work such as interior and exterior painting and flooring changes. The same service allows eligible applicants to carry out maintenance and repair of structural deficiencies themselves, without a municipal engineer inspection, and is issued instantly under service code 3413 through the Dubai Building Permit System. Requests fall into three categories: simple maintenance, self-maintenance and specialized maintenance.
On the second question, the common assumption is that everything goes to Dubai Municipality. It does not. Dubai Municipality’s Building Control and Building Permits Department issues building permits and completion certificates, and publishes separate permit procedure documents for residential villas (private and investment), for industrial buildings, and for multi-storey and public buildings — its page carried a last-modified date of 1 November 2026 when we retrieved it. But other parts of Dubai answer to other authorities. The Dubai Development Authority runs its own Building Modification Permit through its Zoning e-Services portal, with its own fee schedule and its own two-working-day estimate.

What Each Kind of Renovation Requires
Rows below reflect what Dubai Municipality and the Dubai Development Authority publish about their own services, retrieved on 2 November 2026. The Dubai Municipality entries derive from the Building Self-Maintenance Permit announcement published by the UAE Government Media Office on 13 August 2023 and from Dubai Municipality’s building permits page. The DDA entries derive from its Building Modification Permit service page. This is not a complete map of Dubai’s permitting regime: other authorities govern other areas, and only the authority for your plot can confirm what applies to you.
| Work | Permit named | Authority | What the authority states | Class |
|---|---|---|---|---|
| Interior and exterior painting | None stated by DM | Dubai Municipality | Permit requirement removed for non-structural work | Cosmetic |
| Flooring changes | None stated by DM | Dubai Municipality | Named as non-structural in the 2023 announcement | Cosmetic |
| Basic maintenance and repair | Self-maintenance permit | Dubai Municipality | Service code 3413, issued instantly | Maintenance |
| Repair of structural deficiencies | Self-maintenance permit | Dubai Municipality | Carried out without a municipal engineer inspection | Maintenance |
| Modification to a completed building | Building Modification Permit | Dubai Development Authority | After the building completion certificate is issued | Structural |
| Additional built-up area | Building Modification Permit | Dubai Development Authority | Fee charged per ft² of additional area | Structural |
Six Things the Authorities State Plainly
Every figure on these cards comes from Dubai Municipality or the Dubai Development Authority, retrieved on 2 November 2026. Nothing here is estimated, and where a card shows a word rather than a number it is because no number is published for that item.

Three Things That Derail Dubai Renovations
None of these are exotic. All three are avoidable before you sign a contractor’s quotation.
Assuming the wrong authority
Dubai Municipality is not the permitting body for every plot in Dubai. The Dubai Development Authority operates its own Building Modification Permit with its own portal, fee basis and turnaround, and other master-planned and free-zone areas have their own development control. Drawings prepared for the wrong regime are drawings prepared twice. Confirm the authority for your specific plot before you commission anything.
Appointing a contractor who cannot file
The DDA lists the requester for its modification permit as the Contractor, and requires an appointment letter signed by the owner, the consultant and the contractor. Dubai Municipality separately lists the certification and registration of design and building contractors among its services. Your choice of contractor is therefore also a choice about whether your application can be filed at all — check registration before you appoint, not after.
Treating the building as a formality
In an apartment, the structure and services you want to alter are substantially held in common. Owners who budget for the authority permit and not for the building’s own process are the ones whose projects stall. Establish what the owners association requires, in writing, before the contractor is on site and the clock is running.
Working Through a Dubai Renovation
The published material above answers what is required. What it does not answer is the order to do things in, which is where most of the avoidable cost sits.
Step one: classify the work honestly
Be strict about the distinction between cosmetic and structural, because it is the distinction the regulations turn on. Repainting, recarpeting, replacing floor finishes and similar non-structural work is the category Dubai Municipality named when it removed the permit requirement. Moving or removing a wall, altering the slab, adding built-up area, or changing the services that run through the structure is not in that category, whatever a contractor tells you about it being “just a partition”. If you are adding area, note that the DDA fee basis is expressed per square foot of total additional or relevant built-up area — in that regime, added area is literally what you are charged on.
Step two: identify the authority, in writing
Ask the question directly and keep the answer. For a villa on a plot under Dubai Municipality’s building control, the Building Control and Building Permits Department is your reference point, and it publishes a dedicated procedure document for residential villas, both private and investment. For a property in a Dubai Development Authority area, the route is the DDA portal and its Zoning e-Services, and the modification permit is available only after the building completion certificate has been issued. If you do not know which applies, that is the first thing to resolve, not something to assume.
Step three: deal with the building before the authority
For apartments and for villas inside managed communities, the building or community side normally comes first. This is the owners association’s territory, and the recurring cost structure that sits alongside it is explained in our guide to service charges in Dubai. Where your works touch cooling or utilities, further parties come into scope — our guides to district cooling charges in Dubai and home insurance in Dubai cover two of the systems most often affected. Changes to electrical load or to fire detection and suppression bring their own authorities into the picture; confirm the position with DEWA and Dubai Civil Defence directly rather than relying on a contractor’s assurance, as we were not able to verify those specific requirements from an official source for this guide.
Step four: get the condition documented
Whether you are renovating a newly handed-over unit or an older one, a documented record of condition protects you twice: against a developer on a new property and against a contractor on an old one. Our guide to Dubai snagging and handover rights covers the new-build case, and landlord and tenant maintenance obligations in Dubai covers who carries which repair in an occupied unit.
Does the renovation pay?
For an owner-occupier the answer is mostly personal. For an investor it is arithmetic, and the honest version of it has three inputs: the cost of the work, the effect on achievable rent, and the effect on resale value — which are three different things and rarely move together. Our guide to rental yield and ROI in Dubai sets out the rental side, and property valuation in Dubai explains how value is actually assessed, which is the input most owners overestimate after a refurbishment. If the work is being funded against existing equity rather than from cash, equity release in Dubai covers how refinancing a property you already own works. We have not published a figure for the uplift a renovation produces, or a cost per square foot for the works themselves, because those are specific to a property and a specification and we had no sourced basis for a general number.
Transparency: what we left out, and why
This guide contains no Dubai Municipality permit fee, no approval timeline for a Dubai Municipality structural modification, no building or community no-objection deposit figure, no fee schedule for authorities other than the DDA, no renovation cost per square foot, no contractor rates and no post-renovation value uplift percentage. In every case the reason is the same: the figures in circulation came from contractor, fit-out and consultancy websites, disagreed with one another, and could not be traced to an official publication. The figures we have published — the DDA fee basis, its renewal fee, the Knowledge and Innovation Dirham amounts, the two-working-day estimate, the service code 3413 and the categories of maintenance request — come from Dubai Municipality and Dubai Development Authority material retrieved on 2 November 2026, and from the UAE Government Media Office announcement dated 13 August 2023. For anything turning on a specific legal or engineering obligation, take professional advice; our guide to whether you need a property lawyer in Dubai covers when that is worth doing.
