There Are Still Costs.<\/h2>\n        <p>Dubai does not levy an annual tax on the ownership of residential property. There is no yearly assessment based on value, no council tax equivalent, and no bill that arrives each January because you happen to own an apartment. For a buyer arriving from the United Kingdom, France, India or the United States, this is the single largest structural difference in the holding cost of real estate, and it is real.<\/p>\n        <p>What follows from that, though, is usually overstated. &#8220;No property tax&#8221; is not the same as &#8220;no cost&#8221;, and it is not the same as &#8220;no tax of any kind touches property&#8221;. Dubai raises revenue from real estate at the point of <strong>transaction<\/strong> rather than the point of ownership, and the UAE now has a federal Corporate Tax and a federal VAT that both interact with property in specific, defined ways.<\/p>\n        <p>This guide separates four things that are routinely mixed together: taxes that genuinely do not exist in Dubai; one-off government fees charged when a property changes hands; the recurring municipality fee attached to occupation; and the federal taxes &#8212; Corporate Tax and VAT &#8212; that apply to some property income and some property types but not to the ordinary case of an individual letting an apartment. Investment<\/h4>\n        <p>Cabinet Decision No. 49 of 2023 defines Real Estate Investment as any investment activity by a natural person relating directly or indirectly to the sale, leasing, sub-leasing and renting of land or property in the UAE that is not conducted, and does not require to be conducted, through a Licence from a Licensing Authority. Income falling inside that definition is excluded from Corporate Tax.<\/p>\n      <\/div>\n      <div class=\"dt-fc\">\n        <span class=\"dt-fc-val\">The Threshold<\/span>\n        <h4>AED 1 million, and what is disregarded<\/h4>\n        <p>A natural person becomes subject to Corporate Tax, and must register, only once turnover from business activities in the UAE exceeds AED 1 million in a Gregorian calendar year, applicable from the 2024 calendar year. Wage, personal investment income and real estate investment income are disregarded entirely when determining that turnover.<\/p>\n      <\/div>\n      <div class=\"dt-fc\">\n        <span class=\"dt-fc-val\">The Licence<\/span>\n        <h4>Ejari is not a licence<\/h4>\n        <p>The FTA guide is explicit that a tenancy contract registration certificate issued through Ejari in Dubai or Tawtheeq in Abu Dhabi is an administrative record rather than permission to conduct business, and does not constitute a Licence. The cost of holding the asset is the service charge and the transaction cost is the DLD schedule. The position changes if you take out a licence, most commonly a <a href=\"https:\/\/truhauz.com\/dubai-holiday-home-licence\/\" style=\"color:#fff!important;text-decoration:underline!important;\">Department of Economy and Tourism holiday home permit<\/a>, or if you buy commercial rather than residential stock. It may also change in your <em>home<\/em> country: the UAE not taxing something says nothing about whether your country of tax residence does, and worldwide-income regimes such as the United States and, in many circumstances, the United Kingdom will look at Dubai rental profit and Dubai capital gains regardless of what the UAE charges. The Federal Tax Authority\u2019s Corporate Tax Guide on Real Estate Investment for Natural Persons (CTGREI1, October 2024) confirms that income from the sale, leasing, sub-leasing and renting of property by a natural person is excluded where the activity is not conducted through, and does not require, a Licence from a Licensing Authority. That income is also disregarded when working out whether you have crossed the AED 1 million turnover threshold. The FTA guide states that where an activity is conducted through, or requires, a Licence from a Licensing Authority, the income is business income and falls within the scope of Corporate Tax. The guide gives the example of a permit issued by Dubai\u2019s Department of Economy and Tourism to lease holiday homes, which does constitute a Licence. It also makes clear that registering a tenancy contract through Ejari in Dubai or Tawtheeq in Abu Dhabi is an administrative record rather than permission to conduct business, and does not constitute a Licence.<\/div>\n      <\/div>\n      <div class=\"dt-faq-item\">\n        <div class=\"dt-faq-q\" onclick=\"dtFaq(this)\">What is the AED 1 million threshold for corporate tax?<span class=\"dt-faq-icon\">+<\/span><\/div>\n        <div class=\"dt-faq-a\">A natural person is only subject to UAE Corporate Tax, and only required to register for it, where the total turnover from business or business activities conducted in the UAE exceeds AED 1 million within a Gregorian calendar year. The FTA guide states this applies from the 2024 calendar year onwards. Critically, real estate investment income that qualifies for the exclusion does not count toward that turnover figure at all. Where corporate tax does apply, the UAE Government portal states the rate is 0% on taxable income up to AED 375,000 and 9% above it, for financial years beginning on or after 1 June 2023.<\/div>\n      <\/div>\n      <div class=\"dt-faq-item\">\n        <div class=\"dt-faq-q\" onclick=\"dtFaq(this)\">Is VAT charged on buying a property in Dubai?<span class=\"dt-faq-icon\">+<\/span><\/div>\n        <div class=\"dt-faq-a\">It depends on the type of property. The FTA\u2019s Real Estate VAT Guide (VATGRE1, April 2021) states that the first supply of a residential building is zero-rated, and that any supply of a residential building other than the first supply is exempt from VAT \u2014 including a subsequent supply made within three years of completion. Bare land is also exempt, by lease or by sale. Commercial real estate is different: the guide states that the supply of commercial real estate, whether by sale or lease, is subject to VAT at the standard rate of 5%, and that where the price is payable by instalments VAT is due on each instalment.
