The distinction it draws is the same one Dubai draws with Ejari, and it is worth stating plainly because a great many tenants never absorb it: <strong>a signed lease is a private agreement between two parties. A registered lease is a record the government recognises.<\/strong> Everything downstream of the tenancy &mdash; the electricity account, the parking permit, the residency renewal, the dispute you hope never to file &mdash; runs off the second thing, not the first.<\/p>\n        <p>The legal scaffolding is older than most people assume. Writing in June 2011, David Bowman of Al Tamimi &amp; Company set out how <strong>Executive Council Resolution No. (4) of 2011<\/strong>, issued under <strong>Law No. (3) of 2005<\/strong>, required the municipality to establish and maintain a register of tenancy contracts. The Municipality of Abu Dhabi City implemented that requirement as Tawtheeq, with an initial registration deadline of 31 July 2011. The obligation fell on landlords, it covered contracts of less than four years as well as longer ones, and it bit at three moments: when a contract is granted, when it is renewed, and when it is amended.<\/p>\n        <p>That last point is the one that catches people. Tawtheeq is not a one-time formality performed at move-in. An amendment to a live contract &mdash; a change of rent, a change of term, a change of party &mdash; is itself a registrable event. A tenancy whose paperwork has drifted away from what is on the register is a tenancy that will behave unpredictably the moment anyone official looks at it.<\/p>\n        <p>What Tawtheeq is <em>not<\/em> is a licence or a permission. Registration records a tenancy; it does not authorise a business, and it is not a substitute for the permits that do.
