What makes it unfamiliar to newcomers is not the rate but the collection method: rather than arriving as its own invoice once a year, it is divided into monthly instalments and added to your <a href=\"https:\/\/truhauz.com\/dewa-registration-dubai\/\">DEWA bill<\/a>, sitting alongside electricity, water and sewerage. That is why so many residents pay it for years without ever having consciously decided to.<\/p>\n        <p>It is worth being precise about what kind of charge this is, because it is frequently described loosely as a &ldquo;property tax&rdquo;. It is not one. It is a fee for municipal services &mdash; guidance published by Betterhomes in June 2026 describes it as funding road and infrastructure maintenance, waste management, and public safety and urban development including street lighting and emergency response systems. Dubai continues to levy no annual property tax, no capital gains tax and no tax on rental income, as set out in our guide to <a href=\"https:\/\/truhauz.com\/dubai-property-tax\/\">what property owners in Dubai actually pay<\/a>.<\/p>\n        <p><strong>The basis of the 5% differs depending on who you are.<\/strong> If you are a tenant, it is calculated on the annual rent recorded in your <a href=\"https:\/\/truhauz.com\/ejari-registration-dubai\/\">Ejari registration<\/a> &mdash; which is one of several good reasons for the Ejari figure to be accurate and current. If you own the property and live in it yourself, there is no rent to point at, so the Municipality assesses the average rental value of the unit, referenced against the RERA rental index. Because it is billed against the DEWA account for the unit, the person living there pays it: a tenant pays it on their own bill, while an owner pays it where they occupy the property themselves or where the unit is sitting vacant on their account. That is the reverse of the <a href=\"https:\/\/truhauz.com\/service-charges-dubai\/\">service charge<\/a>, which is a cost of ownership and never transfers to the tenant in a standard Dubai lease.<\/p>\n        <div class=\"hf-hbox\"><strong>TruHauz perspective:<\/strong> The housing fee is the most commonly mis-billed line in a Dubai household budget, and almost always for the same reason &mdash; it is still being calculated on a rent figure that has since changed.
