In a Dubai sale, that party is normally the developer, and the objection it might raise is almost always about money &mdash; an unpaid service charge account, an outstanding instalment, or a condition written into your sale and purchase agreement.<\/p>\n        <p>The Dubai Land Department lists a <strong>no-objection e-certificate from the developer<\/strong> among the documents required to register a property sale in freehold areas, obtained through the Dubai REST app. That single line is why the NOC matters more than most sellers expect. The registration itself is fast &mdash; the Land Department puts the transfer transaction at 25 minutes at a Real Estate Registration Trustee centre. The NOC is the part that takes days or weeks, because it depends on a private company&#8217;s internal process rather than on a published government service level.<\/p>\n        <div class=\"nz-hbox\"><strong>The distinction almost everyone misses.<\/strong> Dubai has two things called an NOC. The <em>developer NOC<\/em> is the developer&#8217;s consent to the transfer. The <em>eNOC<\/em> is a separate Dubai REST service run through owners&#8217; association management companies for properties in the Mollak system. The Land Department states directly that the eNOC <strong>is not a substitute for a developer NOC<\/strong>. Clearing one does not clear the other.<\/p><\/div>\n        <p>That difference is not academic. Sellers routinely obtain an eNOC, assume the approval box is ticked, and discover at the trustee office that the developer&#8217;s own consent was never requested. The two run on different channels, with different counterparties and different turnaround times, and only one of them has a processing time the Land Department is willing to publish.<\/p>\n        <p>NOCs also appear well beyond a straightforward sale.
