Dubai tenant does. Closing it properly is the thing that decides whether the deposit comes back in minutes or turns into a month of chasing. Here is how the move-out request works, what deactivation costs, how the refund is calculated, and why DEWA has to be closed before the Ejari can be.

⚡ AED 125 Small Meter

💰 Refunds in 8 Minutes

📄 Clearance Sent to RERA

AED 125Deactivation Fee, Small Meter

24 HrsWorking Hours to Deactivate

8 MinDeposit Refund up to AED 4,000

AED 2,000Typical Apartment Deposit Held

        The Basics

What a DEWA Move Out Actually Does

A DEWA move out — the utility calls it deactivation of electricity and water — is the transaction that ends your supply contract at a property. It does four things in sequence: it records the date you stopped being responsible for the property, it takes a closing meter reading, it produces a final bill, and it releases whatever is left of your security deposit once that bill is settled.

The distinction that causes the most confusion is between the deposit and the fee. When you opened the account you paid a refundable security deposit and a non-refundable supply activation charge. On the way out the same split applies: the deactivation fee is a charge for the disconnection and you will not see it again, while the deposit is money that has been parked against the account and is now set against your closing consumption. Our DEWA registration guide sets out the deposit and activation figures on the way in.

The second thing worth understanding is the order of operations. The clearance certificate DEWA issues once the final bill is paid is shared with RERA, and it is what unlocks the closure of your tenancy registration. That makes the move-out a precondition for cancelling your Ejari rather than a parallel task. Tenants who try to close the tenancy record first usually find the process stalls for want of a document only the completed move-out can produce.

Finally, a DEWA move out does not close everything. Where a building is served by a district cooling provider, cooling is billed on a separate account with its own deposit and its own closing process, and a chiller-free arrangement changes who carries that cost rather than removing the account. Community or master-development accounts can also sit outside DEWA entirely. Each has to be closed on its own terms, and a bill left open on any of them follows you.

The sequence that works: give notice → agree the check-out → submit the DEWA move-out → settle the final bill → collect the clearance certificate → cancel the Ejari → recover the landlord’s deposit. A tenant who files the move-out for a sensible date, settles the closing bill promptly and has correct IBAN details on file should see the balance back the same day. A tenant who leaves the country with an unpaid final bill has not merely delayed a refund — the clearance certificate is never issued, the tenancy registration cannot be closed, and the landlord’s own deposit stays where it is. Note also what the refund figures do not tell you: the eight-minute service concerns DEWA’s deposit, not the deposit your landlord holds. That one is governed by Article 20 of Law No. 26 of 2007, which ties the refund to the expiry of the lease but sets no number of days, as we set out in our Ejari cancellation guide. You log in with your DEWA user ID or UAE Pass, quote your DEWA contract account number, choose the date and time you want the supply deactivated, and select how you want your security deposit returned. If you want the refund by bank transfer you also upload bank proof showing the IBAN and the beneficiary name, and that name has to match the name on the DEWA account.

How much does a DEWA move out cost?+

The deactivation fee depends on the meter. Gulf News reported in August 2026 that DEWA charges AED 125 for small meters and AED 300 for large meters, with an AED 10 knowledge fee and an AED 10 innovation fee added on top. Holders of Thukher and Sanad cards, which are issued to UAE nationals, receive a 50 per cent discount. This fee is separate from your security deposit and is not refundable — it is the cost of the disconnection itself, in the same way that the supply activation fee you paid on moving in was never refundable.

How long does DEWA take to refund the security deposit?+

DEWA announced on 26 April 2026 that it had cut security deposit refund processing to eight minutes, down from thirty minutes and from four days under the older manual process. The eight-minute service applies to refunds of up to AED 4,000, which DEWA said covers roughly 90 per cent of refund requests, and it transfers the money directly to the customer’s bank account using IBAN verification without human intervention. Because a standard apartment deposit is AED 2,000 and a villa deposit is AED 4,000, most residential move-outs fall inside that threshold.

Will my deposit be returned in full?+

The deposit is adjusted against your final bill first, and only the remainder is refunded. That is the mechanism people misunderstand most often: the deposit is money parked against the account rather than a credit you get back automatically, so any unpaid consumption is taken out of it before anything is transferred. If the deposit exceeds the final bill you can take the balance by IBAN transfer, by cheque, or as a transfer to another active DEWA account. If the final bill exceeds the deposit, you owe the difference and the account will not close until it is paid.

When does DEWA issue the final bill and clearance certificate?+

Gulf News reported in August 2026 that deactivation takes place within 24 working hours of the date and time you selected, and that the final bill is issued within 24 working hours of the disconnection date. Once the final bill is settled, the clearance certificate is issued automatically and shared with RERA, which is what allows the linked Ejari cancellation to proceed. You do not need to apply for the clearance certificate as a separate service.

Do I close DEWA before or after cancelling my Ejari?+

Close DEWA first. The clearance certificate that DEWA issues once your final bill is settled is the document that proves the utilities are clear, and it is shared with RERA so that the tenancy registration can be closed. Trustee centres in practice ask for the settled final DEWA bill when cancelling an Ejari. Running the steps in the other order tends to stall, because the cancellation depends on evidence that only the completed move-out produces.
